Objectives
The aim of the JASKA project has been to investigate the contamination of soil and groundwater at sites that may have been contaminated with oil and, if necessary, to remediate the soil and groundwater at these sites.
Implementation
The JASKA project of the Finnish Oil Pollution Compensation Fund, which previously operated under the Ministry of the Environment, investigated and remediated old oil-contaminated properties located in high-risk areas beginning in 2012. Implementation of the project was centralised to the Finnish Supervisory Agency (formerly the Pirkanmaa ELY Centre).
The call for new applications for the JASKA project ended on 31 December 2020. The Finnish Oil Pollution Compensation Fund ended in 2024.
Today, it is possible to apply for general government support (either by means of a grant or organising) for the investigation and remediation of sites contaminated by oil.
Results
In total, more than 400 sites were investigated and approximately 150 sites were remediated. The sites were primarily owned by private individuals. The investigations and remediations conducted in the JASKA project have played an important role for property owners.
When the Finnish Oil Pollution Compensation Fund ended in 2024, the JASKA project also ended, but unfinished sites were managed as part of the Clean Soil Programme, which is administered by the current project organisation, Finnish Supervisory Agency.
