How to apply for apply for a grant to investigate or remediate a contaminated area
Government grants are awarded in stages. For this reason, it is recommended that you initially only apply for government grants to investigate, and then to conduct further investigation and risk and sustainability assessments, and finally to remediate, if necessary.

1. Go to the State Treasury applyforgrants.fi service.

On the list of calls for government grant applications, search for “Grants for investigating the contamination of an area and remediation of a contaminated area” and click the link for more information on the call for grant applications.
The call for grant applications consists of a call notice, standard terms related to use of the grant and an application form. Read more about the call for grant applications. The application form is displayed to users who are logged in to the service.

2. Fill in the application carefully
Fill in the application carefully and attach any required documents. The forms have mandatory questions that must be answered before the application can be submitted. An incomplete application, any need for further investigation and making any changes to the application while it is being processed may prolong processing of the matter.

3. The Finnish Supervisory Agency will issue a decision on the matter.
Once the Finnish Supervisory Agency has received sufficient and correct information to resolve a matter concerning a grant application, it issues a decision on the matter. The decision is subject to appeal.
Received decisions can be found in the Personal Matters view of the main menu (top left corner). All decisions are listed in the Grant Matters section, and approved applications are also found in the Received Grants section.

When will the grant be paid?
When you have been awarded a grant and completed a planned project or reached an agreed stage, first pay the invoice. Then fill in the payment application by the deadline specified in the decision.
Government grants may be paid in one or more instalments or on the basis of actual costs in accordance with the decision.
Fill in the payment application at applyforgrants.fi according to the schedule given in the decision.

- Once the investigations have been completed, apply for payment and submit the documents required in the grant decision as attachments through the applyforgrants.fi system.
- Also request a statement on the final report of the reports from the Soil Protection Group of the Finnish Supervisory Agency (in Helsinki and Turku, from the City).
Only private persons and estates can apply for the grant retroactively for two years.
If it is discovered during an investigation phase that an area has been contaminated, the type and extent of the hazardous substances, their migration and risks must often be examined in more detail through further investigation. Further investigation is conducted largely in the same way as investigations in the first stage, but the results depend on the outcome of further investigation.
- Begin commissioning further investigation by applying for government grant.
- Then conduct further investigation
- Remember to comply with the grant decision.
- Review the risk assessment conducted in the further investigation and the remediation need assessment. If there is no need for remediation, the project will end.
- If there is a need for remediation in the area, conduct a sustainability assessment.
- Once the further investigation has been completed, apply for payment and submit the documents required in the grant decision as attachments through the applyforgrants.fi system.
- Also request a statement on the final report of the further investigation from the Soil Protection Group of the Finnish Supervisory Agency (in Helsinki and Turku, from the City).
Only private persons and estates can apply for the grant retroactively for two years.
If a need for remediation is found in a contaminated area, a sustainability assessment must be commissioned for the government grant in order to assess the sustainability of the different remediation methods at the site in question. Then, you can apply for government grant for remediation and move on to the actual remediation.
- First, prepare a remediation plan based on the risk assessment and sustainability assessment
- Submit a notification on remediation of a contaminated area (PIMA notification) to the Soil Protection Group of the Finnish Supervisory Agency.
- When you have received a decision on remediation of a contaminated area (PIMA decision) apply for a government grant.
- Make a procurement.
- Begin remediation. Remember to comply with both the PIMA decision and the grant decision.
- Once remediation has been completed, apply for payment and submit the documents required in the grant decision as attachments through the applyforgrants.fi system.
- Also request a statement on the final report of the remediation from the Soil Protection Group of the Finnish Supervisory Agency (in Helsinki and Turku, from the City).
